Just Googled this as well.
Apparently it was a rule change they made in the 1920s.
Ridiculous that it's still on the books.

I dont understand the reasoning behind it. The receiving team touched the ball, it should be a live ball and fair game to be advanced either way

I have followed football since middle school and have officiated it for 15 years, and K has never been able to advance a muffed punt.

K is not allowed to advance a ball that is consider a kick beyond the line of scrimmage which it is considered until possessed. This goes for both free kicks (kickoffs) and scrimmage kicks (punts/field goals)

This has always been a rule but if you think that one is bad, check this one out: as late as 1991, as a defender, you weren't allowed to advance a fumble recovered during a regular offensive play. The ball was deemed dead where you recovered it.
