Phil Steele does not have LSU in his Top 60; not just out of the Top 40.

This is his preseason poll on where he thinks everyone will finish the season.
LSU is, however, 36th in his power poll.
FSU is 37th in his power poll.
And he thinks LSU will finish last in the SECW:
