What would truly useful gun legislation look like?

I think we all agree that most anti-gun legislation and executive orders are strictly vote-getters and pretty useless at stopping the loss of life. So if you had a chance to write the legislation on a clean sheet, what do you do?
Given that most gun deaths are not automatic weapons, and are not usually clean-record victims or suspects, I would emphasize prior records over types of gun.
Any felon caught in possession of a gun in the first five years after conviction (and release from time served) is an automatic ten years in jail. The statistics show that the vast majority of homicides by gun are young men with a prior record. Why are we wasting time on ghost guns and AR15's owned by working mature men with no record when the murderers are immature felons?

Any actual crime (robbery, assault, theft, kidnapping, etc) done with a firearm gets a big enhancement. Something like 10 years more than it would have been. Even if the firearm was not discharged. If you do much as brandish it during a robbery, you get the enhancement.

Doing away with the national firearms act would be a step in the right direction for gun owners. No gun specific regulations will curb crime the only way to curb gun violence would be harsh penalties for gun violence ie enforce the damn law.

Repeal every single gun law. Make it illegal to harm others or take their stuff. Prosecute those who harm others and take their stuff. Guns aren't even completely a 2A issue. It's about property rights. You should be able to own what you want as long as you aren't harming others.

"No guns for Democrats."
That would reduce about 99% of the gun murder rate right there. Plus it would show who's serious about the issue. In fact, there is no downside from my perspective, assuming it could be enforced.

Nothing. Blank sheet. Done. Go read the 2nd Amendment to the US Constitution. Any gun legislation is unconstitutional.

Gun registration for first 5 years of ownership at zero cost.
Subsidies on gun safes and gun locks.
Universal background check.
Adults who had a juvenile criminal record are required to wait until 21 and get approval from local sheriff before buying.
Same for adults that required full or semi hospitalization as a child or were noted to have violent tendencies by a mental health professional. Approval would be a clean bill of mental health.
