Hence why I think staying on the NOVA side of the border and disrupting traffic will have as much an effect as showing up in DC.
Traffic is so perpetually fricked in both NOVA and DC that a blockage miles away will screw them both completely.

It's smart for them not to. An excuse will be found to harass them at every turn and they will be baited and manipulated into a bad situation. That bad situation will be spun by the media to give the desired impression on the ignorant populace.
