I remember an old Jerry Clower bit talking about it. Apparently some shareholder representing 10K shares made a motion to move the meeting elsewhere. After he went on for a while, the principal owner stood up, said he represented 500k shares, and he'd like to take the opportunity to welcome everyone back to Monroe next year.
Can't remember what I had for breakfast yesterday, but that story remains lodged in my brain 40 years after hearing it.

That would reduce TOPS expenditures, but not help with the brain drain from Louisiana. Louisiana is never going to improve the quality of its workforce if college graduates leave the state a week after graduating. If the state can’t improve its worker’s education level then it’s never going to improve its attractiveness to businesses.

They are going to go where the jobs are. Can't blame them.
The infrastructure and tax environment in Louisiana is not ideal for growing a business.

There’s no cause for alarm; Mayor Broome was just on tv last week talking about another game changer; a non profit I’d growing vegetables in the old Howell Park and distributing it in NBR.

College graduates aren’t gonna stay here when better opportunities are elsewhere. And they shouldn’t be expected to do so.
And if you put a work requirement on TOPS graduates, they’ll forego the money and more of them will attend out of state schools which will cause the same problems TOPS was supposed to help alleviate when originally started.
Nothing is gonna improve as long as business taxes and regulations are unfavorable for businesses. Why do you want to hold a young person accountable for their TOPS money, but you don’t want to hold the elected officials responsible for the shitty business environment?

TOPS really just shifted the cost model. We didn't have TOPS when I went to LSU but the state also paid a decent portion of tuition.

People will continue to leave the state as long as the politics stay the same. You can’t have an unfriendly business environment when you are surrounded by business friendly states

The LA "brain drain" was a big topic when I was at LSU in the 90s. It obviously hasn't improved in over 20 years so I don't know why this is even still a topic. We either don't know how to fix it or we are unwilling to do what's necessary to attract more jobs.

It's really hard to attract people to a place that is so naturally unattractive and has shite for amenities on top of that.
