Sandra Jo Harris, a 52-year-old grandmother, claims in a lawsuit she pulled off I-22 at Cherry Avenue on Jan. 8, 2020, as she often did when she went to visit her daughter. It was nearing dusk, and as she drove into the neighborhood she didn’t think much about the unmarked black SUV with tinted windows on the side of the road. She turned on her lights, according to her lawsuit, because of the approaching darkness.

But when she did, the unmarked SUV pulled into the street, crossed the center line and sped toward her car, blue lights flashing. She was not speeding, or breaking the law, she argued in the suit. She pulled to the side of the road as the SUV pulled behind her, and a wrecker simultaneously parked nearby. It frightened her, and led to more trouble.

Officers, dressed completely in dark, unmarked uniforms approached her, and one accused her of flickering her lights to warn others of their presence, her suit alleges. Unsure what was happening, Harris dialed 911. But an officer grabbed the phone and threw it to the ground, breaking it, the lawsuit says. Police put her in a patrol car and searched her vehicle for drugs.

fricking infuriating.

Most of the vehicles Brookside Police drive are unmarked, and tinted.

Chief Jones testified under oath that just one of the 10 Brookside vehicles is painted with police striping, but nine others bear no emblems, and seven are tinted all the way around, making it impossible to see inside. Jones testified his officers wear gray uniforms with no Brookside insignias.
And they get pissed when people try to call the cops on them for harassment?

Even old school Woodworth wasn't that brazen. I can't tell you how many times as a kid I sat in a church van going to camp while Woodworth "police" wrote tickets.

From the article:

Brookside police made 4.4 arrests in 2020 for every household.

If even 50% of that is true, that entire department needs to be shut down.

Driving through northern Alabama to get to 30A has become a nightmare. I can tell you this isn't the only town doing this is that despicable state.

Pretty sure Enterprise, AL (about 20 miles north of the AL-FL line) is the most notorious of these.

If I were an AL.com reporter, I’d be really friggin careful if I had to drive through Brookside in the near future.

Gangsters don’t like it when you impede on their racket. And they let you know it in the harshest possible way.

But if you're speeding through Enterprise, you can't take the time to appreciate the boll weevil statue.

My money would have been on Trinity, though. frick Trinity.

To expound on this for the folks not familiar with North AL. Trinity is a small town with a small police force. They love the speed trap, and they love to run radar out of jurisdiction. The busiest crossroads they have is just, and I mean just, outside of their jurisdiction. That doesn't stop them, though.

One night I was following a friend to a party. We were stopped at that 4-way when the lights lit up. The cop pulled both of us over at the intersection. There is no way he could have clocked us inside of their jurisdiction because it doesn't start until after the intersection. Doesn't matter, he got us both.

Before my court date, I called the city that butts up to their jurisdiction and talked to them about it. I didn't have to explain anything. The lady already knew what I was going to ask and why. She just laughed and wished me luck.

They have night court because the judge double dips and works at the county courthouse during the day. The racket they run is basically through their "traffic school". You can choose to pay your fine plus court costs, or go to their driving school, which is $100......cash. When you pay the $100, it goes into a separate cash bag and they literally tear the ticket up and write you a generic receipt, only if you ask for one.

Unlike dealing with the county or state, they don't care if you went to driving school just last week. They only care if you had been to their driving school within the past year. They take the $100 and they get 100% of it. None of it is passed along to the county or state. It is a racket from top to bottom that has been perfected over many years.

In summation, frick Trinity. If you're ever in North AL, plan your driving to go around that shithole, but if you don't....you better go five under, use your blinkers, and never swerve.

There should be a database and map of police racket hotspots in the US.

It’s bad enough if you already live in one, and probably all small town police departments succumb to this behavior at some point, but I would like to know where the worst offenders are located so I don’t spend a single cent of sales tax or whatever to fund their town government.

This is evil, just like the “ghost” patrol cars and tahoes the LSP use.

I’m sure a tech savvy individual could utilize Google maps like waze does but cross reference it with a database of jurisdictions that receive above the national median % of revenue from traffic violations and code it to alert you when approaching.

Yeah if a dark unmarked vehicle pulls me over and some dude in a generic "uniform" approaches, when I hadn't done anything obviously wrong, I would be on very high alert.

I see them at their exit on I-22 all the time.
I slow to the speed limit at Cherry Ave., then kick it back when topping the hill.

Morris and Kimberly suburbs have massive lines of people on their court days as well.

Strange to read the County Sheriffs comments in the article. Was expecting the usual " cover" for fellow police.

Well, shite I could probably do it myself. I could even monetize it.

Oilfieldbiology, I’ll cut you in on the creator rights if you want since you brainstormed it out.

The County Sheriff is the boss. He can stop that by having his deputies monitor Brookside.

I've considered doing this for years, but it would be a pretty large undertaking. I was going to approach it from a data analysis angle, comparing police spending vs population, looking for rapid revenue growth, crime rates, things like that. And while all of this data should be publicly available, as this article points out some towns don't even have a budget, and even if they all did there is no standardized format that a program could digest easily.
