Steelers would need to be knocked out of playoff contention. If so, i don't think finishing the season is a huge deal to Steelers organization if Tomlin was forthright with the owners on his intentions.

Yeah, Tomlin is a big enough name to make recruits and their family hold off and wait to sign in Feb.
