I don't believe this for a second.
I always read that Brian Kelly was making mega money - like $7M - $8M per season. Fat Charlie was making $5M+ per season.

Godfrey was pretty clear that while Marcus Freeman might have taken the job with expectation of being HCIW, that wasn't a thing that either Brian Kelly or Marcus Freeman get to decide. I would be shocked if they choose him over Fickell or Campbell. They would have just announced him as the head coach if that was actually the plan too. They just didn't name the interim because they are planning on having the hire before ESD.
