It’s not selective. I would call it the exact opposite. Texas is cracking down on this and trying to rein it in. I would say deciding someone of his status being ineligible takes some balls!

Framing is an art. As a former college catcher you have to know when to frame. The catching something out of the zone and pulling it back is actually more harmful than beneficial. The art is extending the arm and catching it in a natural looking position. Positioning your catchers mitt in a way to receive it closer to the zone. Most of today’s catchers do not receive the ball well.
