My new next door neighbor (in Florida) just moved from San Diego - arguably the nicest city in CA. He said it has gotten so bad in the last year, they needed to move for the kids. He named your top three bullet points as his exact reason for leaving. He worked for PG&E and got an offer from FPL

It did not happen over night, things like these are in the works for time.

With that type of money I would live in southern California over Baton Rouge or Oklahoma any day.
