So I looked up what a CFL list is
In the Canadian Football League (CFL), each team maintains a negotiation list, also known as a "neg list," which grants them exclusive rights to negotiate with players not under NFL contracts. This list is not public in its entirety, with teams required to publicly reveal only 10 players twice a year, according to CFLdb. The full list, consisting of 45 players, is kept confidential, known only to the team and the league

If Shedeur goes to the Canadian League, he would have to give 110% (because the field is 110 yards long).
