Its about 10% of corporate. Its a lot but theres so much bloat in Amazon. Anyone L7 and above his heavily incentivized to add headcount they dont need because the promotion process actually has team size requirements unofficially built into it - if you dont have a large team with several highly leveled members your promotion will be denied. So they empire built.

Span of control. In corporate to get promoted you need to have a certain size team depending on your level and within that the higher level employees reporting to you (preferably a peer or two). So people across the company were incentivized to hire people they probably didnt need so they could put that into their promo doc. Then once they rotate to the next role theres a half dozen dudes that dont really need to be there.

Jassy called out a few years ago that teams had gone rogue and hired way over their headcount plans. That would be why.
