Certain areas are bad, but I easily avoided the shitty stuff.
AT&T is my favorite. I was bummed they were out of town when I went again in April.

Honestly can't go wrong with either trip.
I would say San Diego might have more kid friendly things to do at that age.

Been to both and would definitely choose San Diego over San Fran, especially with a 20 month old.

Do you like camps of people sleeping in the streets everywhere?
Do you like to see people urinating and defecating in public?
Do you like seeing addicts shooting drugs in public?
Do you like stepping over used hypodermic needles?
If you answered no to any of these questions, then go to San Diego. It blows away San Francisco.

Both are great, but I prefer San Francisco. It kind of depends on if you are more interested in urban vibes or sunny beachy vibes for a vacation.

Been there many times and I have witnessed the regression. Of course that's an exaggeration but you do see all of the below. For a family vacation, you cannot beat the physical beauty of San Diego, the perfect climate, or the overall more clean and welcoming city.

Joking around BS aside, SF has been on a decline the last 10-12 years or so. With a pretty big acceleration in the last 2 or 3. Early and mid 2000s really cool fun place to go to but now it’s a complete 180 from that.

I would think its completely up to what you two adults want to do. The 20 month old is just very needy luggage and wont care either way

See the USS Midway, San Diego Zoo, Sea World, at least drive through Balboa Park, the old part of San Diego has some neighborhood vibe to it.
Stay in LaJolla
Downtown LaJolla, Torrey Pines State Park, find a winery close, Disneyland isn’t too far if you plan your commute correctly.
San Francisco is OK for consenting adults.
