Yeah I went up there last year for Army/Navy game it cost $40 in tolls to drive from Philadelphia to LaGuardia Airport.

I'm pretty conservative, including on taxation matters, but in a vacuum I can't say I object to costs imposed for the impacts of high congestion/traffic in a small area, especially when some it will impact have other, reliable options.
Paying to remedy the massive wear and tear/resources/etc. that the situation in midtown imposes is the type of taxation/fee system that makes complete sense to me.
Now where it breaks down is probably the scores of other areas with similar issues that the city won't act on, the misuse of other resources, the freeloaders who won't have skin in the game, etc.

So if the goal here is to save the environment and incentivize mass transit, why are they also raising the MTA fares?
Why not estimate the revenue that will be generated by this and then REDUCE MTA fares an equal amount to incent more people to use it?
Answer: Because it's not about the environment, it's about taking more money from the citizens, and of course punishing the middle and lower class.

Is that the overarching goal? There’s nothing in the OP about that.
I take it as midtown manhattan is a nightmare to live and work in because it’s near constant gridlock all the fricking time and this measure is meant to disincentivize people from using a car to get around that particular area.

Correct, however a good amount of car and truck traffic cuts through Manhattan westbound in order to avoid tolls since the Holland and Lincoln tunnels collect tolls only in one direction (eastbound). That's not sustainable and screws up traffic.

That was in response to the post I replied to suggesting that people shouldn't have cars because there's so many public transit options. If you love public transit, have at it. If you want to drive around Manhattan, go for it. At least that's my position.
I'm sure this is exactly what it's about, it just won't be said out loud.
