Downtown Los Angeles

Going to be in downtown LA on NYE and will have an entire day to kill. This will be my first time in the city. Any recommendations on things to check out/eat?

I don't think you could have picked a worse time to go to Los Angeles.

Oh, don't worry. I didn't pick it for a vacation, I'll be in town for other reasons. Fully aware that the city will in all likelihood be a gimped version of it's potential. Hopefully I can still check out whatever landmarks are there and get some good food, even if it's curbside.

Bonaventure Brewing is open, several breweries in the Arts District, but they appear to be the only one with a patio

On the positive side, drive-by shootings are down. Also, it's not baseball season, so he won't have to worry about getting assaulted by a dodgers fan.

No dine-in services have been allowed for LA restaurants since Nov. 25. We were "lucky" and got to eat at The Perch (rooftop), Maccheroni Republic, Best Girl (sidewalk tables), and at Blu Jam Cafe (in atrium) back in mid-November just before the lock down. All downtown bars were closed at that time except for The Escondite (outdoor patio).

I have been reading about the City of Manhattan Beach (near LAX) allowing some restaurants there to have some sort of outdoor street dining despite the ban.
That may be worth checking out.

I was there in sept and everything was outdoor dining only. We went to Spago and it was outstanding. Also, the people watching very good there. Especially if they seat you on the sidewalk closest to the valet/front door. The street has been blocked off and a culdesac created so people have to turn the circle right in front of the restaurant and boy does it bring out the attention seekers. My favorite was the old man in a white convertible (possibly a bentley) playing Celine Dion’s “My Heart will go on” as loud as it would go as he drove 1 mph down the road and back. That was the point when I asked the manager if all the shenanigans out front are normal and he said yup, every night these people do the same thing. Old man plays same song every time.
Also Nobu converted their parking into dining so you could prob get a rez there since its a good sized space.
We also went to malibu for a day/night and they were being much more lax on covid rules

We were in Newport all last week and had outside dining setup all along W Oceanfront and the areas around the pier.
It seemed that everywhere other than LA county were very lax on outdoor setups. From Manhattan Beach south to Laguna. We went down the coast one day to LaJolla for lunch and Coronado for dinner and ate outside.

Normally I'd say head to Sunset and bar hop. The overlook views are impressive too. Downtown LA is just as well viewed from afar.

I stayed downtown last year but have mostly stayed in the burbs prior (Santa Monica area). Did not care much for staying downtown but I was there for a convention and it was convenient. Id go out to Beverly Hills or Santa Monica and hang out.

Even before Covid, downtown isn't really where you want to eat/hang out.
My favorite area to walk around and eat/drink is along Melrose. All of West Hollywood is where the hot spots are, though. That said, all of this is closed for indoor dining. Most of these places don't have much real estate for outdoor dining, so you're going to have a hard time finding that.
Like others have mentioned, Santa Monica is really hoppin with bars/restaurants.. but again, they're mostly all directly next door to each other and don't have much space for outdoor dining. Find some places that look good on Yelp and then look up their Instagram pages and see what they're posting as far as being open. This changes daily there, so IG is your best bet.
You may want to consider Laguna, Newport, etc... assuming you're renting a car. Regardless, I'd see who is accepting reservations since I assume wait times are insane.
I just perused some of my favorite LA spots on IG and so far each one's page as said they are closed. Gracias Madre is one of them and they have a Newport Beach location that is open, though.
