If you other son was 21 I would say Vegas all day long. Vegas has so much besides gambling, but him not being 21 he may feel left out.

Estes and area surrounding Denver
Beach:
San Diego

Rent a boat (Ranger Tug) for a week or more and tour the San Juan Islands.
It's such a blast being in the Islands on a personal boat.

Northern Wisconsin + Door County is beautiful in the summer. Worth a trip for week(end) lake living.

We like road trips.
This past summer we flew to Vegas for a few days then drove across southern Utah, southern Colorado to Denver. Saw the big 5 Nat. Parks in Utah, Mesa Verde, Black Canyon of the Gunnison and several state parks and National Monuments. It was two weeks. Lots of scenery just driving but you can hike, rent an off road vehicle, raft.
A few years ago we drove from NC to Rapid City S Dakota, then Montanta, Yellowstone, Rocky Mt. Nat Park, Denver and back to NC. That was 3 weeks. If you don't like road trips you could spend 4 or 5 days in just one of those places and use it as a base to see and do a lot.
Maine is great. We did a two week road trip there in Aug 2018 (I think). We spent a week in Maine; Bar Harbor, Portland, Camden and a few other places. We spent time in Maryland on the way and NH on the return.
If you like history Washington DC, Virginia, Pennsylvania has more than enough to keep you busy for a week or two.
If you just like to go to a place and stay there for a week then I would look at San Diego, Boston or Vancouver, BC.
If I had to pick one place it would be the Yellowstone, Grand Teton, Jackson, WY area. That's assuming you have not been there. We have a trip planned for there this summer with our 3 grown children and their families.
2nd choice would be Utah and Colorado.

I think we have narrowed it down to Colorado, Chicago, or DC. My family isn’t huge on hiking. Thanks for all the suggestions

Pacific northwest. San Juan islands off coast of washington with Olympic national park mixed in. Maybe some whitewater rafting around Leavenworth or near the north cascades on the Sauk river.

Why Colorado then? Just curious.
