I've been telling my son he can have a cell phone once he's 12

Well, he's about to be 12.

I want him to be able to call people and SMS text people, and I want a dirt cheap phone (he will lose it or break it) and a dirt cheap plan.

What's my play here?

I got mine a Bark phone. Those are pretty cheap.

My daughter is 13 and doesn't have her own phone - we're planning on 16 when she starts driving. All but one of her friends have their own phone, one of which has health issues which could pose ER visits so that one's understandable.

As far as plans, Tello has plans as low as $5/mo for limited talk/text and no data.

For the phone, yeah it's going to get lost or broken so go with something older on Swappa or similar sites

Apple Watch SE, used. As soon as he gets access to apps on any phone, you've lost him. You start now with "call people and SMS text," and as soon as school starts, he's going to get told he needs to scan QR codes to be able to watch "educational" YouTube videos, and his group project has everyone get into a FaceTime group to do the work (real worth examples.)
