Favorites and history can be synced across multiple devices for some web browsers, but I don’t get how they would unknowingly sync the browsers unless he’s using her old phone.

It's called third party trackers. You visit Twitter, or Instagram, and you get a cookie from thirdparty.net. When you hit FB from the same public IP address that thirdparty.net has from a different device, it accurately presumes that device is the same "persona" at least initially.
This likely means mom/dad are surfing porn, which is fine. The reason Twitter, Instagram, etc. want to push you into their apps is that the way you browse on iOS is always through webkit, which restricts tracking by default, whereas apps can do nearly whatever they want.

I know sometimes, I am on my local church's Facebook page and next thing I know, bang, I get redirected to some page with a bunch of naked ladies on it. Please help!

If using the same apple id maybe. My ipad is the same id as my phone. So when some one is on it, if you go to your open tabs in safari it shows whats being looked at on the ipad. So that could be happening.
