This is a lot more complicated than people are thinking. As the Confed Cup becomes more important, I don't think CONCACAF and CONMEBOL would want to give up those spots. I seriously doubt CONMEBOL nations would agree to give up hosting rights, as Chile, Argentina, and Brazil can host those tournaments easily.
If this does happen, I imagine a separate tournament developing specifically for the minnows of CONCACAF.
Also I wonder if this means they will combine qualification processes in the future. That would be a net negative for the US.

I would rather improve the Gold Cup than create a tournament where the US has little chance of winning.

The bigger countries would take it more serious if its ever four years
Ever two years puts us at a huge disadvantage wearing our players down.

Every four years would be an immediate improvement. Not only that the quality of play has increased throughout the whole tournament, something that I credit MLS for, as it has given players in CONCACAF another league to play in.
We would be destroyed as it is playing in CONMEBOL.

Jeff Carlisle just tweeted a clarification that it wouldn't be a combined Gold Cup and Copa but that they aren't ruling out the possibility of another or future Copas like this year's.

The question is how exactly would this benefit the South American teams. What's in it for them? If anything, they should keep the Copa America exclusively in South America and invite six CONCACAF teams to make it a 16 team tournament.

I think money is what they have an interest in. The more interest in the US = more money for everyone?
This is a no brainier for US Soccer if available. Play some of the best teams in the world with more regularity. Winning the Gold Cup isn't even that impressive of an accomplishment. We want to compete on the world stage so we might as well play the best.

Would love to see it every four years to rival/complement the Euros. (Last WC Round-of-16 had 6 Euro & 8 Copa sides) Could be a 16 or even 24-team tournament (10 CONMEBOL, 3 NA, 5 CA, 5 CAR plus one CA/CAR playoff spot. Rotate between US & SA, still hold Gold Cup and Old Copa in off years for Confederations Cup. Would improve the quality of the CONCACAF minnows and give the SA sides someone else to beat up on.
