Growing organically often a curse. Sunderland finishes 7th on spectacular fashion, makes Europe and is now rewarded for it by only being allowed 70% net spend instead of 85%. So grow and be good, just not TOO good because now you’re at an actual recruiting disadvantage compared to the clubs you beat out. That’s real organic growth right there!
That 15 percent would be massive for our squad to consolidate and kick on this year. Instead we’re bone thin. Our owner is a French billionaire several times over but can’t supplement a bit of squad depth despite our success.
Or when a player is balling out that performance isn’t discussed in what their talent can do for their current club. It’s IMMEDIATELY analyzed in the setting of what big 6 clubs they could be moved to in the next window. This is then picked by the big social media guys and away we go.
But sure let’s keep the status quo so the same handful can sit at the table for the next few decades while everyone else is “growing organically.”

If winning can't grow a club, and losing keeps one of the established elite at the top, then there is nothing smaller clubs can do.
Which teams have grown organically into a consistent title threat in the EPL the past 50 years? Clearly Chelsea and Man City don't count.

It's not Liverpool fault your club was mismanaged for decades.
You had the same canvas to grow your clubs.

Clubs can be grown organically, but it takes time and smart business decisions.
Let's take Newcastle for example:
They win the Carabao cup, Isak wants to leave, so they make an EPL record sale.
What do they do with that money?
Sign Woltemade for 69M
Sign Wissa for 55M
Sign Elanga for 55M
Sign Jacob Ramsey for 40M
So now a year later:
Woltemade was loaned to Juve after 15 (G/A)
Wissa (29 at the time of transfer) missed most of last season and contributed 5 G/A
Elanga had 4 G/A
Ramsey was serviceable.
Big regression year falling back to 12, now they are out of Europe and are basically overhauling the entire team after selling Bruno G, Tonali, Gordon.
I think their business this past summer is really promising, but the Summer 2025 window is going to set them back years.
Their owners also haven't upgraded their training facilities (but are planning to complete a new facility in 2030) and I can't speak much on their academy spending. (Neither one count towards financial rules)
You could absolutely do the same for other "up and coming clubs". What those clubs can't afford is: Losing the coach/sporting director that got them to where they are, afford to have windows where they miss on big money signings.

This feels a bit dishonest, just because Liverpool wasn't winning PLs doesn't mean they sucked completely for 30 years, they still won 2 CL, 1 Europa League, 3 FA cups, 4 League cups
You are always going to have coexistence of "Haves" and Have Nots" in any football league, and in any professional league for that matter.
City & Chelsea just took advantage before anyone caught up with what they were doing. Why didn't Girona blow up in La liga? They are a City Group club. Made the CL one year, already relegated. They are operating under more strict rules than the PL, mostly because RM & Barcelona run the league, don't share TV deals and basically tell the other clubs to get fricked.
The PL is by far the most competitive league in Europe, and it's why they've won 3 of the last 4 Europe leagues, and 3 of the last 4 conference leagues.

If we include the shame payments. Just in the era that was investigated City’s owners put £2.2 Billion in the club. The next closest owner investment was Chelsea at £367 million. Thats six times more than the next closest club.

People like SFP say this is how you catch up and compete and level the playing field. But it doesn’t level the playing field. No one in that area could compete with City’s resources. It leads to a one horse race in the long run.

Supposedly, there isn't enough teams who will vote to severely punish, they are afraid of them being next in future and they getting same fate. League is afraid of it effecting their gravy train down the road.

Sure. But it in no way changes that they have to make smart decision after smart decision continuously for years for modest growth with razor thin margin of error. Meanwhile the big clubs can be run like complete and absolute retards and still be free to have infinite cracks at it. Still flirt with Europe, still buy basically two rosters worth of players, etc.
