Wiki to the answer and it's far more complex and convoluted and somewhere somebody knows parts of this, but not all
Anyway, if you are bored the wiki goes back to the beginning and into the future with countries who say they are going to submit bids well into the future;

Saudi getting a world cup in the near future is so lame

2030 should be pretty cool though

Australia can’t host in 2038 without a special exemption from FIFA. They are in the same confederation (Asia) as Saudi.
