In summation......
She recognized the men were federal law enforcement officers. She acknowledged they instructed her to stop and "come here". Instead of cooperating and obeying these lawful orders she ran from law enforcement and to everyone's amazement they gave chase.
Oh yeah, police do not operate under the honor system. Telling them you didn't do nuthing doesn't stop an investigation. Welcome to the real world.
