That area of China is quite isolated. Getting there is problem one. Getting there and not being noticed by their surveillance apparatus is problem two.
Getting the supplies needed for their terrorist attack would be problem three.

That's why I said that U.S. and China cooperation might be a good thing. Friendly competition between the 2 largest economies is much better than an adversarial pissing match.
This isn't necessarily bad news. The thin skin cultists can't look beyond simple binary outcomes though.
