What reason for a state of emergency would hold up in court?
There's no exotic virus spreading. There's no widespread damage from a natural disaster. There's no rioting in the streets by BLM.

Let me pre-empt. Georgia districts are already stacked in favor of Republicans. Could it be stacked more? Sure. But the big races are state-wide, and districts are irrelevant. Also, voting has already started for the primaries, which also aren't just primaries for November, but the actual elections for more local positions like state judges and such. Vote are already being cast in early voting. Over 100k so far.

Georgia is no longer majority white. The last few State wide elections were extremely close and the demographics change more and more every year.
If Kemp were to thin out the Republican districts to much more he will end up losing representatives.
