Clean things up literally or politically? They can clean the mess they created on their own. They are not a threat, other than keeping the immigrants out, many who carry diseases which have been under control.

Haiti was one of the factors that caused the downfall of Napoleon.
Also this was the location of where the French Louisiana Territory imported most of its' slaves from.

What Haiti really needs is an infusion of a few thousand American immigrants to their country to show them the way. I suggest opening the cells of Angola Prison and sending them to Haiti. It's a short boat ride.

There is no hope for Haiti. Period. Not in the western context, at least.
The average IQ of Hatians is 67. That is more than 2 standard deviations below the average US IQ. An AVERAGE Hatian has the intelligence of someone in the bottom 3ish % of Americans. Think of someone you know with a serious learning disability. THAT is the average Hatian IQ. In a country that small, that means there simply aren't enough people of even average intelligence to operate a western style democracy and economy. That isn't just bullshite. That is statistical fact. In a country of +- 12,000,000, there are less than 200k with an IQ over 100.
Hatians are simply intellectually incapable of governing themselves in the way you think they should. No one in any public position will ever utter this out loud, but it is the obvious truth.
