Where did she hear that Obama changed the law to allow VPs to declassify docs? Or that W. somehow changed the law as well?

That's not dubious. If the President has the authority, then he can delegate it. Now, you are correct about it only applying to that subset of classified documents.

I watched a small amount of “The View” in a waiting room yesterday. I had to chuckle and shake my head at the mental hoops they were jumping through to give Biden grace and the benefit of the doubt in his situation compared to Trump.

Obama's EO was an extension of an EO signed by Bush.
What many here have missed is that the President can delegate/extend his authority to others in the Executive Branch. Those 2 executive Orders did extend declassification authority to the VP.
Technically the VP already had classification authority over classified documents of which the VP and the VP's office was the originator. Those 2 EO's just extended classification authority of the VP by the Executive.
