The seat of power is the Central Government in Washington.D.C. It has the power to legislate confiscatory taxes. It can destroy you. It can even operate without a budget as was done during the Obama years. Believe they call funding government without a budget "a continuing resolution".
Pay attention America. Donald Trump was/is like a voice crying in the desert. His economic policies focused on creating jobs, from which flows the taxes to fund government. So if you shortout that model and enact policies that discourage or destroy the free market excercise of business.........manufacturng corporations will simply move their assembly plants to another country......say Mexico or the old democrat reliable......China.
It's really quite simple actually. Assuming the worse case scenario and Biden gets elected, the "central government" still needs money......and they will need a lot of money (a lot more) to pay for everything. Care to guess where the money will come to pay for everything? (after all Biden has proposed four trillion dollars in new taxes). If you guessed the Middle Class you guessed right. Donald Trump is bringing back the Middle Class......Joe Biden's policies will destroy the Middle Class.
