White House Weighs Defense Production Act as U.S. Refineries Maxed Out

Refining executives told administration officials that federal money would produce more barrels faster if it were used to expand existing plants or improve refinery efficiency. Building an entirely new refinery would cost billions and take years.
The Defense Production Act gives the president authority to provide financial assistance and direct industrial resources toward materials and capacity considered necessary for national defense.
Trump laid the groundwork in April, when he issued a presidential determination declaring domestic petroleum production, refining and logistics capacity essential to national defense. The order authorized purchases, purchase commitments and financial instruments under Section 303 of the DPA to increase that capacity.
U.S. refiners have little spare room today. Refinery utilization reached 98% in late August after spending three consecutive months above 95%, the longest such stretch since 2000.

These clowns have enough money to do this themselves. Instead they’ve held out, straining the tax payers wallet, to get the free money from gvt. Hell, we’ve seen oil trade at higher prices per barrel before and it not be this high at the pump. Where is that extra money going?

Well the price per barrel of oil is just one input.
Salaries, machinery costs, regulatory costs, etc have all increased downstream, at the refineries, and in the transport to gas stations since 2022 (when gasoline was higher) and especially since 2008 (peak of oil price but not gasoline price, not inflation adjusted, though).
Same refinery baw position that paid say…$35 an hour at the plant in 2008 now pays say…$55 an hour. Or whatever, but you get my drift.

It is interesting the increasing crack spread pressure in the market.
There are several pretty large refineries that are currently shut down, several within the last 2 years that I imagine the cost to restart them would be worth it even in the medium term.

Let's just cut to the chase: If at any point during the meeting, most representatives of Big Oil said the sentence "and in the interest of stockholder value, this could be very beneficial" we'll find a way to go forward with shuttered refinery refurbishment and restart. Just my prediction.

Russia used to send ~1.0 million barrels / day of ulsd onto the global market pre Ukraine war, that is now down to 80,000 barrels/day. The Middle East produced ~1.8 million barrels/day of diesel and jet fuel to the global market and that has dropped to pretty much zero.
Worldwide consumption in 2025 was around 28 million barrels/day. That means in the last two years 10% of supply has been removed from the global market.
Ukraine bombing Russian refineries removed 3.5% and the Iranian war removed 6.5%.
The 6.5% removal is a war of choice. Trump started a war with his Energy Secretary telling him it was a bad idea and he did it anyways.

Then I guess government should start building refineries, because shareholders apparently aren't big fans of their hard earned dollars investing in large scale refineries, from what it sounds like. Or it takes time.

The US set a record exporting 54.2 million barrels of diesel in August. Until that is stopped, we would just be funding the oil companies’ refinery expansion allowing for more exports.

You know what would also bring down the price of gasoline and diesel?
We could limit SG&A for employees and contractors of refineries. Cap their income, bonuses, benefits and per diem. From the janitor all the way up to the CEO.
Hell...then we could make the break even point to drill and produce oil in the U.S. by having the feds takeover all mineral rights. No longer have to negotiate with those pesky private mineral owners. They probably only have those mineral right because their great grandaddy stole them from someone. No more 25% royalty payouts to those crooks. Just 12.5% to the feds like the other federal acreage.
