You have to understand how congress has acted to ensure their control over the government.
First, the impoundment act of 1974. Up until that point congress approved the budgets for the various departments BUT, BUT it was up to the office of management and budget WITHIN the executive branch, to ensure that money was spent on what it was budgeted for ie no clandestine NGOs. With the impoundment act congress was ensured the money HAD TO BE SPENT, regardless, it had to be spent on something if it was budgeted.
Second, ONLY a budget can be passed with majority votes, the rest require 60 votes to pass, which conveniently they have ensured nothing can pass. Odd isnt it, with all the "cultural revolutions" all the racial, sexual, monetary divides......no party ever gets the super majority.....and nothing ever gets done....its as if the election system is fixed or something. So we are stuck with omnibus bills with the kitchen sink stuck in there and everyone goes on their merry way.
Third, they even stuck in a template where any increase in military has to be offset by spending on social programs. Nice, so the MIC gets their money and the dems get every social kickback imaginable.
Fourth, they make the issue of governing so complex its virtually impossible to figure out how an idea would become a bill and then a law. Thats because our govt is run by...lawyers....so they make things as legally hazy as possible.
The only difference between the US and a 3rd world dictatorship.....there are more zeros in the theft of citizens money.

Regarding the executive cutting back. Let's start with Trump not taking a salary.
Whatever layoff's have already happened. DOGE is still working finding more fraud.
You can't polish this turd. Historic FINALLY CALLED-OUT-- fraud and abuse by govt. With most of it at NGO's, USAID, going against the best interests of Americans-Has congress critters stalled like deer in headlights.

The GOPe are cowards. They know the Democrats are sitting there just waiting to run ads about how the Republicans are cutting aid to the poor and elderly.
The Republicans need to stand up and tell people that they are cutting waste and fraud and that if we don't do it now, it will be done when our economy collapses under the weight of the debt.
Our choice is: Do you want Sesame Street for Iraq and Hamster fight club now, or do you want Social Security and Medicare later?

Nothing will ever really change until the people take the power back. No one in government is coming to save us. Trump has shown the tenacity and resolve to fight the machine but he needs alot of help from the voters who put him there. The establishment will not relinquish power. The only way is by replacing them at the ballot box but I fear their claws are dug in too deep.

The DOGE cuts weren’t really much of anything, more theatrical than anything else. Certainly not even a scratch compared to the lost tax revenue from the tax cuts, so the debt keeps going up up up. The only way out of this hole is cuts AND tax increases.
