I think there’s actually precedence for a world war not stopping a Presidential election.

Allow the invasion of the country by undocumented and untraceable foreign nationals so that the country no longer exists? No country, no need for an election.

Plenty of ways this could happen.
- states could refuse to hold their own elections
- states could refuse to certify electors
- President could declare Congress a threat to national security (which they are) and refuse to abide by anything they say, do, certify, etc
- President could declare that any election in which all the votes are proven to be legitimate is not a legitimate election and block Congress from meeting, or arrest Congress for fraud if they try to implement the results of an election that wasn't legit
- states have used 'convenience' to keep from tallying write-in candidate votes, keep people of the ballot etc, there are many 'convenience' items they could implement to delay an election; for example a natural disaster or communications blackout could prompt them to say they can't coordinate things and so forth

Government believes it is the source of all power, and when you believe that, you can make up whatever reasons you want. Who's going to stop you?
