The protests we're talking about are purposely out to block traffic. If their numbers aren't great enough to fully block all the lanes, they will purposely move to be in your way.

This endangers not just them, but the driver and their passengers as well. In other words, running them over in such a context should be considered self-defense.

I think the economic impact should be roughly estimated and they should be charged for the cost. And if it's proven someone directly died from the disturbance, they should be charged with some form of manslaughter.

If a protestor would superglue himself or herself to the road, I say treat them as though they're part of the road...and drive on over them. If they get hurt the hospital is near!

I won't claim to know what would be an appropriate punshment. I'll let the lawmakers handle that. But in my opinion they should be held accountable.
However, I do not promote violence, especially running through / over them.
Based on this one story by the Boston Globe, if you choose to use your vehicle to move them you have close to a 50% chance of getting charged; approximately 25% chance of being charged with a felony.
Feel free to correct me if my maths is wrong. I also think this story is dated, so I don't know if it's changed.
