First off, what the bill effectively allows for states is not what the bill proposes. The ACHA maintains PEC protections, as you know.
Secondly, states can obtain limited waivers. But to obtain those, a host of conditions must be met. The waivers could include rate leveling for PEC vs non-PEC policies, but they have to demonstrate coincident reduction in premium costs, increasing the number of people insured, or results otherwise benefiting the state’s public interest.

The more likely scenario is non-PEC policies drop to $3000/yr while those with PEC clauses rise to $20,000/yr. Because of the numbers involved, states could claim it balances out.
Or they could claim they would have a high-risk pool. We know from experience that these are often woefully underfunded, with massive waiting lists.
This does not 'maintain PEC protections'.

Obamacare has imploded. I know that United Healthcare pulled out of Texas this year, and we've seen companies all over the country doing likewise.
