Whoever knowingly . . . makes a false entry in any record, document, or tangible object with the intent to . .. influence the investigation or proper administration of any matter within the jurisdiction of any department or agency of the United States . .. shall be fined under this title, imprisoned not more than 20 years, or both.

Are the CIA and the rest of those spooks somehow not "department[s] or agenc[ies] of the United States." Are the investigations or whatever ops they perform not part of the administration of those agencies? What about the intelligence briefings they provide? What about the intelligence "products" they create? These are the administrations of agencies. The data wasn't just unsubstantiated. The "conclusions" were knowingly false.

Anything involving an investigation is not relevant.
As for administration, that dog won't hunt. Obama gets to determine all of that as the Unified Executive. His words/commands are the ultimate guide for how an agency is administered, and with the recent arguments of the Trump admin in the AEA cases, this isn't even reviewable by a court. This would be a non-justiciable political question.

That ‘Deep State’ is fast being taken over by true American loving patriots. And with the new move to take the gloves off and start Redistricting like the Dems have done forever, the pendulum swings.
MAGA knows what happened and the evidence will bear witness such that those ‘deniers’ will have to bear it. And given the lawyerly legalize which defiles truth rather than seeks it, catchy phrases like “it all depends on what the meaning of the word “is”, is”…and “if the glove don’t fit you gotta acquit “ will take their rightful place in the hall of shame.
