We have a mechanism that automatically does what you suggest. It is the supply and demand curves for the various types of oil and refined products. We don’t need statists interfering.

Oil inventories in America is the SPR, the only ones that should concern us. World inventories are their issues as they take their situations for granted because everyone assumes America will ride in and save the day, it is why the need for stockpiles exists. China has an estimated 2 billion barrels. But your ability to discern that is why malcontents bitch
