Prior to the 17th Amendment yes. You could make an argument now that since the popular vote of the state decides the senate seat and the electoral votes, that this Utah senator should be all-in for Trump's agenda. His state voted that way.

I agree in principle, but for too long, when people start coming out and saying things like this, they soon become RINOs in full and go against what their constituents want.

Yep, there were a lot of republicans in Congress who felt the same way and challenged Trump in his first term. They lost their job. This congress learned something from that. They will obey or be voted out.
