My guess is this. They've picked up signals about a forthcoming attack on some military installation and they're putting everyone on alert .

My thoughts as well since it has been repeatedly stated we have more officers than the height of WW2. No reason to have so much top brass

That, and the fact that Hegseth has said the DoD needs to trim the fat to the tune of at least 20% of the generals and admirals in the military.
The meeting could have something to do with this, or it could be giving some pre-emptive orders for the looming government shutdown. It could be about so many different things.
