From the video it appears the police in the stairwell showed up after the shot and even if there was a cop behind her, there is no way the shooter would have seen them.
The guy was more that likely protecting an individual.
The moral is: don’t storm a federal building and try to force your way through barricaded doors.
It is a tragic loss of life all of which could have been avoided by making better decisions.

Maybe those spots are much farther away than the spot of the shooting to places where sensitive information and/or Congressmen were in that moment.

That’s the thing in trying to breach barricaded doors with armed men on the other side in the capitol building
This isn’t simple B&E standards at that point and it’s incredibly risky.
I don’t like seeing someone shot but given the context, our normal standards for discussing these police shootings may not be the best guidelines. That’s not saying it was acceptable, just that it’ll be tough to call unacceptable from a fast clip like this.
It’ll surely be reviewed and info will come out that colors it for us more.

Perhaps that spot, that barricaded door was the very first spot where they decide to shoot on site, but it surely isn't the last line of defense. I'm sure there were way more guards as you got closer to the Congressmen.
