Why I live In OC. There are some crappy parts but for the most part, they keep the riff raff in check.

Its kind of like knowing they will cut your hands off for stealing might deter you from steeling jordans and ransacking a cvs.

When I was growing up it used to be this way in Williamson County, just north of Austin(Travis Co). Criminals would get busted and proudly boast to the cop they'd be out soon. Then the cop/sheriff would remind them they were actually in WilCo. Then the tears flowed.

This is why discretion is a tough policy. These criminals have abused the system so much that they have to process these people for even low level misdemeanors… if they followed the basic social tenets in society, we could cite and release on low level shite.
