Who the frick is Erica Carr?
The lawsuit by the union alleged that it is Trump ordering the destruction of documents I find that hard to believe so it all comes down to who this person is and if she actually did that email

Apparently document destruction is policy and they have to do it. The article indicates that they did this massive document destruction because they're behind due to massive layoffs and they have to move out of the building. Border patrol is moving in.
Also, they were probably ordered to do it. The state department though won't comment on it.

USAID is no longer. The remaining actual USAID contracts that we should keep were moved to the State Department.
