How will it be enforced? If someone is dead set on going through, do they plan to shoot? If warning shots don’t work, do they plan to sink?

You remember that show where the Japanese were whale hunting in Antartica seas. And these save the whales pirate people were trying to stop them. So they would foul the props of the whaling fleet by using rubber boats pulling a long line and steer in front across the bow and release it. Which most times would foul the prop and stop them dead at sea.

We’re going to hire them.

Or we’ll just shoot some props and disable them.

So if a tanker from a NATO country that paid the toll tries to cross, what are we going to do?

If they are a treaty country? Probably escort them, allow them to pass, or tell them to turn around.

Block it, board it, detain the crew. Drop anchor

Well that would take specialized forces trained to do that.....but wait there are a few thousand of them already there....ya mean.....we actually planned for this option? Well what do you know about that.

We have seen 3 or 4 Somalians in a dingy do it so doesn't seem too hard.

If the Chinese has to escort tankers in sufficient force to keep from being detailed, then the pressure valve if off Taiwan.

I think it’s time they grow a sack and get their act together. They have lost their way for a while now .

You don't think they'll sink one if they really have a reason to?
