Lots of states, including my wonderful home state of Oklahoma, have passed laws allowing citizens to plow through crowds with vehicles if there is a credible threat to you or your passengers.
Sounds like the gov is trying to limit damage caused to purple haired protesting idiots when they decide to try and block vehicular traffic egress for no reason.
Might be the rum talking, but if my little gas sipping Crossover isn't enough to neutralize a violent protestor attacking my vehicle, I've got a backup option or two in the vehicle and in my person at all times.

To be fair, drivers are on their phones while driving their 2-3 ton vehicles pretty regularly.

Pedestrian head injuries? Well, there is a lot to unpack here. These could be caused by the SUV hitting the head of a pedestrian, but it could also be caused by the pedestrian’s head hitting the pavement.
Now, how can the government possibly begin to fix this?
1. Build cars out of foam. Even if they did, physics tells us that at speed, even absorbent foam would have enough kinetic energy transfer to send a pedestrian flying through the air.
2. Reduce the speed at which cars travel, thus limiting the amount of force that can be applied to a pedestrian.
3. Make the roads out of foam so that, when a pedestrian is hit and is moving towards the ground, a cushioned stop awaits them.
4. Make pedestrians wear concussion proof helmets. This would protect from the initial hit from the car AND the impact on the pavement. We could customize them in really pretty colors. This might work.
5. Outlaw automobiles and make us take bicycles to work. This is the Agenda 2030 solution.
Thoughts? What am I missing?

What more can be done?
Most new trucks have censors and 360 cameras everywhere and blast red lights and an alarm if you get close to anything.
And besides, in 99.9 percent of cases, if an adult gets hit by a vehicle, it’s mostly that person’s fault. Never play chicken with a car.

Road safety doesn't bother me as much as parking. The width of store parking spaces were established before vehicles got this big. Now if a truck or SUV parks next to you and the fat driver gets out he's gonna scratch your door.
