How about a rule to only cross the street in a crosswalk and laws that severely punish those who don't yield to pedestrians in said crosswalks?

Oh wait. Laws rules and regulations dont stop people from being dumbasses.

Now we know why the Feds want pedestrians to play in the middle of the street - to force smaller trucks.
