He can declassify almost anything, but he has to tell someone. He can’t just take the documents and say I declassified those.
In 2019 he declassified a satellite image from Iran verbally and then he tweeted the picture. He did this 2 hours after a intelligence briefing. He verbally declassified this in the meeting and then he released the picture. He declassified the picture even though the people in the meeting told him not too
If he declassified info about a spy or a federal witness they would need to know that info. It would have to go through a process, so it would not endanger them.
The documents about NDI would also need to go through a process, so it would not endanger national security.
Trump and his team would know this information and have the paperwork filed or verbally speak with the people that needed to know.

we dont have some wish based system to declassify things, these things cant just happen in his head, trump cant to point some top secret record he stole and then just say he declassified that earlier.

It's not hard to figure out what's going on here. The desperation is palpable and that always happens when someone is trying to cover their tracks. The DOJ and FBI are DIRTY AF!!!
