Sounds like to me, they raided the massage Parlor and nabbed every dude who showed up through out the day regardless of intent. In which 90% will be thrown out in court if they lawyered up.

After the cops setup shop they probably posted adds, probably with young girls in them to rack up the charges to get the guys to chirp. Which if they're there to frick underage girls I hope they do chirp.
They did this in Killeen outside of Fort Hood a year ago.
