Pretty misleading title--Ukraine is not joining NATO. This is just Zelensky signaling their intention/wish to join, which has been known for a while.
NATO has been stonewalling Kiev for years now to avoid agitating the Russians.

Agitation of the Russians might be the only thing that our NATO allies have the military capability to do.
