Because we signed a treaty.
When the USSR collapsed, Ukraine, Eastern Europe and the Baltic States gained their dreams of independence. Ukraine had a large number of nuclear weapons which was a great concern because some could have ended up on a black market. With our urging and promise along with that the UK and much of Western Europe, Ukraine agreed to give up their nukes in exchange for our guarantee of their continued independence.
That may be ancient history to some of you, but I recall it well.

A sign of intelligence is recognizing a bad deal and making changes.
Well then Biden or Trump after 1/20/25 should formally cancel the deal. Until then we honor the deal.
