Trump is just calling out Putin on his empty threat. Russia does not want an arms race. The economy is just a fraction of what they used to be and a fraction of what the US can muster.
Instead of past administrations hearing Russia's threats and thinking we needed to give them some concession to make them happy, Trump basically said "go ahead, see how an arms race will work for you in the long run"

Makes me nervous, it really should make everyone nervous. I hope I was right Election Day and Trump doesn't want to poke the bear and this is just political theatre on both sides.

Now that I think about it, the overwhelming sentiment on this forum was that HRC was a huge problem because she was ratcheting up tensions with the Russians and noone wanted war with them.
On the flip side, Trump was a master statesman because he was warming relations and Putin is a great guy.
