A more appropriate name for country that isn't worried about defending the homeland and instead more worried about projecting their interests abroad (often do not align with the people's).

Had nothing to do with it at all. DoD was created to put the armed forces all under one umbrella, ie combining the Department of War (Army and Army Air Corps-eventually the AF) and the Department of the Navy.
