You didn't read it did you?
If you had read it you would know that they were referring to the initial screenings in Afghanistan.. Once they left Afghanistan they were held in transit sites in Europe and the Middle east, where more in-depth vetting took place.

How much "vetting" can really be done, when all the records (to the extent that they ever existed) were left behind in a conquered country, under the control of enemy combatants?

Good point.
An additional factor would be determining how much the experts were actually able to due, especially given the sheer volume of entrants.
Was it legitimate, or did that process look rather like this?
