If he wants to hire the brightest, then why don't he pass a law banning all nepotism in big business, and make it a form of discrimination? Well, because most of his family would lose their jobs, because Trump hired them through nepotism. Trump gained all of his wealth through is father, so he is also a product of nepotism...Not extreme intelligence.

In fact, why don't we give everyone an intelligence test before they enter the country? If they score this high, the they will be allowed in. If they don't, then they won't be allowed in.
